The Briggs and Stratton 22 hp motor after I start it, it'll stay at full throttle all the time no matter where you put the throttle cable. And yes the cable is working also moving the carb linkage. But it seems like it has something to do with the governor cause it's high rpm is very high. Any thoughts?

Two things, are the screws in the carburetor butterfly? IF so, these engines have a problem with the governor shaft breaking or coming out inside, actually that is just one of several problems they have, sorry.
