I wonder if anyone is willing to pick up this machine where the seller is at? This is a 1983 Toro model 20671 21" rear bagger with 3-speed Deluxe Pow-R Drive and Key-Lectric (hold bail bar down and turn key to start engine; let go of bail bar to shut engine off). Be sure you have put the transmission gear select in "N" before starting engine.

why would you want a tecumseh engine? these are junk

If I had my chioce, I would take the Suzuki powered machines. The tnts were decent. What has given them such a bad reputation?

In a word, carburetor. Tecumseh carbs are notoriously fussy and can be difficult or impossible to fix. When a Suzuki carb is dirty, the engine starts but runs poorly. When a Tecumseh carb is dirty, it just starts and dies.
