Yes, they can pull most anything. If it is being sold with a plow I would assume it has a sleeve hitch which is the only hitch option offered.
If you are going to be using the tractor for a lot of plowing and other ground work you may be happier with a big wheel model that has more ground clearance. Also, I'm guessing that it does not have the hydraulic attachment lift which would be preferable.
