I know that the cooling system of my WD45 has a capacity of 3.5 gallons.
After I flush and fill my radiator, at just over 2 gallons any additional coolant i add comes gushing out of the overflow tube.
I've flushed, drained and refilled several times with the same result.
Also, when I have tried to run the tractor, after if starts to get warm the coolant, once again gushed from the overflow tube.
I have quickly stopped the engine and have not done anything further to risk overheating.
I did replace the radiator cap and thought that helped, but I was wrong.
Any advise?

You may have to loosen the thermostat to break a vacuum in the block to drop out all the liquid....And I almost forgot

Also, when I drain the engine block, almost nothing comes out of it. Just drips of water.

If you are draining the block by disconnecting the bottom hose, you may still have a vacuum in the block until you loosen the thermostat to break the vacuum
