anyone ever repaired an electric pto clutch?

I cant get my clutch back on correctly, cannot get the key to line up. I've had trouble with it before and had to get on the key with a dremel to straighten the end up. I'm wondering can I grind down the rivets shown and pull it apart, and get to the key to replace it? Anyone ever took one apart like this?

I agree they are hard to line up sometimes. I have never taken one apart to line up key.
