Was there any lube in the gearcase? It appears that something got between the ring gear and the small gear. That would cause tooth breakage as there is very little clearance between the teeth of each. It could be that one tooth failed, and that lead to the others being damaged during the time it took to come to a stop. One other cause of breakage is overloading the teeth past their capacity.
If you can find another gear in reasonable shape, I would not have any qualms about replacing just the outer gear after cleaning things thoroughly. I have no clue as to the lubricant required.
