Any help ID this mystery tractor?

16" wheels, 3 spoke with the spokes recessed into slots in the hubs, Plow attached to bar in the front, free to slide left & right where it exits the frame. Wisconsin engine. Bar handles. Ratcheting on both sides with reduction gears both sides. Pretty big size. Nabbed it today at a Thursday auction for $27.50 Thought it was Planet Jr. until I looked them up. Looks like a lighter teal showing through an older repaint.

have never seen anything made with 1/4"x1" flat stock

A couple that used flat stock handle bars are Garden Aid and Mighty Man. There were others. The Garden Aid also had a double belt on the drive. The Mighty Man had spoke wheels. www.gardentractortalk.com has a very active Walk Behind Garden Tractor Forum. I recommend repeating the inquiry there.
