MTD 2 stage - wheels are locked up

Its' a '04 era 2 stage snowblower Ranch King is the brand, 1028, H or K series made by MTD.

The actual wheels will not turn. It does not matter where the shift selector is at - forward or reverse - the wheels will not turn at all. Even when it's off, and you drag the machine - the wheels will not turn.

I took the bottom cover off, nothing obvious that I can see, the gear teeth seem to be meshed up like they should. Photo attached.

So does anyone have any insight of what is wrong? And more importantly - how to fix it?

Is the rubber friction wheel lifted off the drive plate with the hand grip released? If not, it may be a linkage issue. See if the drive plate will turn by by hand. If you remove the three bolts from the friction wheel so it is completely loose on the shaft you can separate gear and hex shaft bearing issues from drive and belt issues. Are all of the gears meshing with no debris in the teeth? I once had axle bushings and the frame hex holes so worn that the gears jammed. The wheels wouldn't turn fwd or rev.
