Default Briggs 20hp Twin Governor Shaft Oil Leak

Ok, so I bought a Used Craftsman Tractor with a Briggs Intek and it has an oil leak. I have narrowed the leak down to the governor shaft going into the sump/block in the front right side of the motor. The Motor is a Briggs 20hp V-Twin Intek . It's model 407777 type 0027R. Judging by the engine schematic, I would say I have to replace Item #691 (Part #790574) Governor Shaft Seal. I don't feel any vertical play in the shaft, so I would assume the bushing is still good. The shaft does slide in and out of the block approximately 1/8th". Has anyone done this before? How do I get the shaft out? Do I have to take the shaft out to replace the seal? Could it be leaking due to to much crankcase pressure?
