Default 9N govenor adjustment - Bend what?

Ok, can anyone set me straight on my throttle/governor adjustment? Throttle works great if I'm light on the quadrant. Neighbor's 4yr old's been sitting on the old girl "driving" and I see him working the throttle BANG all the way open and SLAM closed. Now I need to only open it 1/2 way for full throttle.

The manual shows a horrible photocopied black& white picture and says "bend to adjust" it looks as though it's pointing to the rod along the top of the motor running parallel to the deck.....

Or, is it suggesting I twist the ball mount from that rod going to the Governor?

Or, do I bend the rod from there to the governor?

Thanks SandDawg, good reading but I can't find my answer.

As I mentioned, I believe I'm supposed to bend the rod from the governor to the throttle bar (atop the motor).
