I just bought a 318 that had a surigng problem, cleaned the carb, new gas etc... and got that fixed. I checked the high speed RPM and it was only about 3100rpm. I can't seem to find a high speed adjustment screw, so I just adjusted the governer spring in different configurations untill I got it right betweem 3400-3500rpm. Is this the proper way to adjust the high speed? I did see the idle adjustment screw.
The throttle clamp and the different governor positions combine to find the correct high and low idle. Sounds like you're alright though.
