Default Ford 8630 powershift steering problem

Hi new member here.

I have a steering problem with the above tractor. Steering wheel turns but wheels don't.

Just want to check it's definitely the steering pump before buying a new one, could it be anything else ? and yes it has oil.

Generally, on hydrostatic steering systems, the most common problem, the easiest item to check and fix is the steering cylinder(s). The cylinder packing wears or blows out causing oil to leak by as you turn the wheel.
So, do the wheels attempt to move? Can you jack the front wheels off of the ground and if so, do they turn then?
If they still don't turn, then the pump is the next item suspect.
Does the wheel turn as though it has power assist?
The pump driven gear might have come loose or sheared the key.

I have jacked the front as you said and the wheels still don't turn. Does this mean it can only be the pump ?

The wheels should have steered even if the pump was not working. My guess would be the steering cylinder has to be resealed providing the information here.
