Loading the rear tires lowers the CofG, which improves stability. Loading the front tires helps keep the front end from lifting if there is an implement on the back, but does nothing for stability.
The front axle pivots and both tires are usually still planted on the ground when the tractor has tipped past the point of no return on a slope.
Wheel weights also lower the CofG for better stability, as does widening the stance of the rear wheels. Some rims have different offsets on each side that can result in a width change of 3" to the outside to outside dimension of the rear tires. Spacers between wheels and hubs have also been used.
