What is this? possible tool?

Found this in the dirt where the cows have been walking. There use to be a farm building in the same area. After blasting it I found several holes drilled in it. Any Ideas?

Does not look like the curls on the ends were factory.
Looks like a sickle guard of some kind.
On the guards I have worked with, sickle style hay mower, only one side (bottom) bolted on. Other side (Top) was mostly open.
