Interesting. 1964 serial numbers started at 38931, so 41201 could be the serial number, but it also looks like a model number, but if it was the model number it would be a utility/ag chassis model with the adjustable width front axle, not an industrial.
To check if the power assist is working at all, you can disconnect the steering cylinders from their front mount point on the steering linkage and turn the steering wheel. Two things to check... is it just as hard to steer with them disconnected?... and do the cylinder rods move in and out when you turn the steering wheel?
If the rods move in and out, then it's at least working a little. If they don't move at all then it's not working at all. If it's still almost as hard to steer with them disconnected, then they're not doing much to assist. Could be the pump or internal leaks in the cylinders.
