It's possible that the pivot for the tensioner has rusted up, if it's been sitting. Getting under and eyeballing it should tell you. You can check the belt tension without the engine running. Get under and have someone work the pedal so you can see just how everything moves. It's possible the spring for the tensioner is broken (rusted). Does the machine sit in high humidity?
10 hours isn't much use in a year, maybe the linkage is gummed up from non-use.
