Take the deck off and flip it over. Turn the two blades so the tips are close to each other and compare their height. Then one at a time, turn each blade a half turn and compare. If the height varies when you turn the blades, either the blade or blades are bent or the spindle or spindles are.
I doubt though that anything is bent an inch out of whack. What I'm guessing is that you are not levelling the deck right, that you are measuring to the lip of the deck and not to the tip of the blade. The lip of the deck is not on an even plane with the blades. The manual is poorly written in that regard.
